I get what you mean, Rainblaze, but think about how strong the delinquent rival is, and being the leader of a delinquent gang, she would likely know better than to let someone get behind her; that's basic common sense. Even if Budo is a "martial arts master", the delinquent rival's experience in real fighting would give her the upper hand. I don't have much personal experience, but I can tell that learning an actual martial art, like karate, doesn't necessarily make you prepared for a real life confrontation, especially if your guidelines are strictly confined to those rules. In the end, what matters is being the one to win, no matter how you do it, and that means that the Delinquent rival is more likely to do so.
Budo Masuta will easily fail during a match with the delinquent rival since the delinquent rival has the ability of being unpredictable whereas Martial Arts exhibit step-to-step formats of an attack system. Since delinquent rivals have no system of such that enables a certain guide or format. Again, Delinquent Rival > Budo Masuta.

I agree. Budo is no match for the delinquent rival. However, I don't know if teachers are stronger than the delinquent rival.
This is just my speculation but I have a feeling that the delinquents are nothing without their blunt weapons. If it is a hand to hand fight, I think the teacher would win due to their training.
